Valvanera Ulargui Aparicio is a graduate in Law from UNIVERSIDAD COMPLUTENSE DE MADRID (1991-1996) and in European Community Law from UNIVERSIDAD CEU SAN PABLO (1991-1997). She has worked as a legal expert on climate international negotiation at the Climate change department of the General Directorate of Foreign Affairs at the European Commission in Brussels in 1999. From 1999 to 2001, she was the Coordinator of the legal department at the Climate Action Network in Brussels, where she was responsible for positioning, coordination, and consultancy on the legal issues of the Kyoto Protocol compliance mechanism. From January 2001 to June 2013, she worked as an external advisor at the General Directorate of the Spanish Climate Change Office at the Ministry of Agriculture, Food and Environment. In this role, she was in charge of the coordination of the Spanish position at the international negotiations on climate change and provided advice on the international negotiations of the UN Framework Climate Change Convention. She also participated in the negotiation groups of the European Union and annual UNFCCC sessions. From June 2013 to September 2015, she worked as an external advisor at the Infrastructure, Environment, Energy, and ITCs Division of the Ministry of Economy and Competitiveness – ICEX España Exportación e Inversiones. In this role, she was in charge of the climate change department with a focus on promoting the internationalization of Spanish companies in the area of climate change, prioritizing those innovative technologies that favor green growth. Since September 2015, she has been the Director General of the Spanish Climate Change Office.
